二、投标人的资格要求:

1 应征申请人（以下简称“申请人”）应为合法注册的法人实体或由合法注册的法人实体组成的项目联合体；2 申请人应具有承担本城市设计项目的相关资格及能力；2.1 中华人民共和国境内的应征申请人提供能证明其具有承担城市设计的专业技术能力的证明材料，如城乡规划编制资质证书、外商投资企业城市规划服务资格证书、建筑行业（建筑工程）设计甲级及以上的资质证书或城市设计的委托合同等；2.2 中华人民共和国境外的规划设计机构须依本国或本地区的管理规定具有城市规划或建筑设计的执业许可或经营许可。若依该国或该地区有关城市规划和建筑设计从业或营业的管理规定城市规划或建筑设计企业法人应具有相应执业资质或资格或营业许可，则需提供该机构的相应资质或资格或营业许可证明文件；若依该国或该地区有关规划、建筑设计从业或营业的管理规定，不要求城市规划或建筑设计企业法人具有相应执业资质或资格或营业许可，仅对规划师、建筑师个人要求具有相应资质或资格或执业许可，则需提供该机构的规划师、建筑师本人的注册或执业证书或会员证明材料，同时设计机构应说明该国或该地区有关规划和建筑设计从业或营业的管理规定。港澳台设计机构的资格要求参照境外设计机构资格要求的规定；3 应征申请人应有与本项目的功能性质相类似的城市设计经验；4 本项目接受联合体申请，联合体的成员机构不得超过3个。4.1 联合体的各成员应共同签署一份联合体协议。4.2 组成项目联合体的各成员单位不得再以自己的名义单独申请资格预审，也不得同时加入本项目其它联合体申请资格预审。4.3 若联合体均由国内设计机构组成，则需满足2.1项要求；若联合体由国内、外设计机构（或港澳台设计机构）组成，则国内机构须至少满足2.1项其中一项资质要求，国外机构（或港澳台设计机构）需满足2.2项要求。

资格预审申请的评审分初步审查和详细评审。初步审查主要审查申请人获取资格预审文件和提交资格预审申请文件的时效性，审查申请文件包括所有证明资料的完整性、符合性、有效性等方面的内容。本次资格预审采用有限数量制，如果通过初步审查的应征申请人数量超过5名，将采用记名投票的方式，选出5名应征人及2名备选应征人。

成都高新技术产业开发区管理委员会作为主办单位，成都高投建设开发有限公司作为承办单位，现举办“成都高新区骑龙创新园深度城市设计方案国际征集”活动，拟面向全球公开邀请具有相关设计经验的设计机构前来申请应征，提交资格预审申请文件。通过资格预审选取5名应征人参加征集活动，并提交应征设计方案。

Chengdu Hi-Tech Industrial Development Zone Administration Committee (as the Sponsor) and  CDHT Investment Co., Ltd. (as the Organizer) are now jointly soliciting Proposals for In-depth Urban Design of Qilong Innovation Park in Chengdu Hi-Tech Industrial Development Zone. We publicly invite design agencies worldwide with related design experience to participate and submit the Prequalification Application Documents. The Sponsor will select five final applicants as Participants for solicitation of proposals and for them to further submit their design proposals for response.

项目名称：成都高新区骑龙创新园深度城市设计方案国际征集

Project Name: International Solicitation of Proposals for In-depth Urban Design of Qilong Innovation Park in Chengdu Hi-Tech Industrial Development Zone

项目区位及规划情况：

Project Location and Planning Information:

骑龙创新园选址成都高新南区骑龙片区，位于天府五街两侧，东至剑南大道，西抵康华路。该项目净用地面积约为0.25平方公里（约368.3亩），共21个地块（含变电站一处、已出让地块一处，不含绿地），规划用地性质主要包括商业、商务用地（B）、住宅兼容商业服务业设施用地（R）、公园绿地（G1）等，其中门户区包含两处商业地块及三处公园绿地。本次方案国际征集研究范围扩大至骑龙片区。

Qilong Innovation Park is located at the portal of Qilong Area in the South District of Chengdu Hi-Tech Industrial Development Zone, along both sides of Tianfu 5th Street, adjacent to Jiannan Avenue in the east and Kanghua Road in the west. The project's net land area is approximately 0.25 square kilometers (about 368.3 mu), covering a total of 21 plots (including one substation and one sold plot, excluding green space). The planned land mainly includes commercial land (B), residentially compatible land for commercial service facilities (R), park green space (G1), etc., wherein the portal area includes two pieces of commercial land and three pieces of park green space. The research scope of the international solicitation for proposals is extended to Qilong Area.

主要工作分为2个阶段的方案征集及后续工作：

第一阶段方案征集：城市设计及门户区详细城市设计（5个应征人开展总体城市设计、方案策划、门户区详细城市设计等工作，诠释设计理念及相关策略，呈现整体城市效果和门户区建筑形态等，评选出2名优胜奖；不需提交实体模型，但需提供利于宣传展示的多媒体成果、效果图和三维模型原始可编制数据）

Second stage: Deepen the urban design and architectural proposal guidance of the portal area and key plots (two winning Participants will deepen the urban design and architectural proposal guidance of the portal area, and independently select two architectural concept proposals for business office plots except for the portal area. After the review of experts and deliberation of the Sponsor/Organizer, the selected Participant will be determined; the two winning Participants need to provide physical models, renderings and multimedia deliverables for publicity and display at this stage. 征集设计周期：第一阶段征集设计周期约70天。2020年4月28日发出成都高新区骑龙创新园深度城市设计方案国际征集的征集文件，2020年5月8日进行项目情况介绍会和现场踏勘；2020地块年7月8日应征人递交应征文件（征集截止时间）。第二阶段征集阶段设计周期约50天。

Period of solicitation and design: The period of design at the first stage of solicitation is around 70 days. On April 28, 2020, the solicitation documents for the International Solicitation of Proposals for In-depth Urban Design of Qilong Innovation Park in Chengdu Hi-Tech Industrial Development Zone will be issued; on May 8, 2020, a project briefing and field survey will be conducted; on July 8, 2020, Participants will submit the application documents (deadline for solicitation). The period of design at the second stage of solicitation is around 50 days.

方案征集后续工作：中选机构负责详细城市设计（含所有地块建筑方案导引）及园区规划建设实施导则以及后续2年咨询服务。

Follow-up work of proposal solicitation: The selected Participant is responsible for detailed urban design (including architectural proposal guidance of all the plots), implementation guidelines for the planning and construction of the park, and consulting services for the upcoming two years.

The deadline for submission of application documents for prequalification is 17:00 on April 20, 2020. 应征设计补偿金

Compensations for Designs Proposals

承办单位将向按照征集要求提交了有效的第一阶段方案征集应征文件的应征人支付应征设计补偿金，金额为人民币140万元（含税）。

The Organizer will pay compensations for Designs Proposals to Participants who have submitted valid application documents for the first-stage proposal solicitation in accordance with the solicitation requirements. The amount is RMB 1.4 million (including tax).

当应征人出现下列情况时，主办单位不予支付补偿金：

The Sponsor will not pay any compensation when Participants are under the following circumstances:

(1) 应征人未按规定时间提交应征文件；

(1) Participants fail to submit the application documents within the specified time;

(2) 应征人提交的应征文件经专家评审被认定为未对征集文件要求作出实质性响应；

(2) The application documents submitted by Participants are judged, upon the expert review, as not substantially responding to the requirements of the solicitation documents;

(3) 应征人被取消应征资格。

(3) Participants are disqualified.

奖项和奖金的设置：本次方案征集设优胜奖2名，获优胜奖的应征人在按照征集文件的要求，提交了有效的第二阶段方案征集应征文件后，每家将获得优胜奖奖金人民币150万元（含税）。

Awards and prize settings: There are two winners in the proposal solicitation. After the winners submit valid application documents for the second-stage proposal solicitation in accordance with the requirements of the solicitation documents, each will receive a prize of RMB 1.5 million (including tax).

征集后续工作：最终中选的1家应征人将被授予本规划区的详细城市设计（含所有地块建筑方案导引）及园区规划建设实施导则和后续2年的咨询服务合同，合同金额为人民币600万元（含税）。

Follow-up work for the solicitation: The final selected Participant will be awarded the detailed urban design proposals (including architectural proposal guidance of all the plots) of the planned area, the implementation guidelines for the planning and construction of the Park and the consulting service contract for the upcoming two years. The contract amount is RMB 6 million (including tax).

以上费用含中国境内、外应缴纳的各项税费。

The above fees include all taxes payable within and outside China.

Intellectual Property Rights (IPR)

本次方案征集中接收的所有有效的应征设计成果均不退回。

All valid Design Proposals received in this solicitation will not be returned.

应征人提交的应征城市设计版权归主办单位/承办单位所有，应征人对其应征的城市设计享有署名权。在征得主办单位/承办单位书面同意后，应征人可通过传播媒介、专业杂志、书刊或其他形式评价、展示其应征设计成果的相关内容。除应征人的设计标准、设计导则和绘图元素以外，应征人不得将应征设计成果用于其他的规划设计项目。

The copyright of the applied urban design submitted by Participants belongs to the Sponsor / Organizer, and Participants hold the right of authorship for the applied urban design. Participants can comment on and display the relevant contents of Design Proposals in the forms of media communication, trade magazines, publications among others upon the Sponsor’s / Organizer’s consent in writing. Except for Participants' design standards, designing guidelines and drawing elements, the Participants shall not use their Design Proposals in other planning and design projects.

应征人提交的应征建筑方案导引版权归主办单位/承办单位及应征人共有，主办单位/承办单位可对应征建筑方案导引进行印刷、出版和展览，可通过传播媒介、专业杂志、书刊或其他形式评价、展示、宣传，但应注明应征建筑方案导引的设计单位和创作者。在征得主办单位/承办单位书面同意后，应征人可通过传播媒介、专业杂志、书刊或其他形式评价、展示其应征建筑方案导引的相关内容。

The copyright of the guidance of the architectural proposals submitted by Participants belongs to the Sponsor / Organizer and the Participants. The Sponsor / Organizer can print, publish and exhibit the guidance, and can comment on, display and publicize it in the forms of media communication, trade magazines, publications among others, but should indicate the design organizations and creators of the guidance. Participants can comment on and display the relevant contents of the guidance of the architectural proposals in the forms of media communication, trade magazines, publications among others upon the Sponsor’s/Organizer’s consent in writing.

主办单位/承办单位有权在本项目的规划编制、城市设计编制、城市设计导则编制、建筑方案导引编制、城市运营、园区商业运营、土地出让、规划建设管理等情形中无偿全部或部分使用应征人提交的设计成果。

The Sponsor / Organizer has the right to use all or part of the Design Proposals free of charge in the formulation of the planning, urban design, urban design guidelines, and architectural proposal guidance as well as urban operation, Park commercial operation, land transfer, planning and construction management of the project.

应征人应保证提交的应征设计成果在中国境内或境外没有且不会侵犯任何其他人的知识产权（包括但不限于著作权、专利权）或专有技术或商业秘密。应征人应保证，如果其应征设计成果使用或包含任何其他人的知识产权或专有技术或商业秘密，应征人已经获得权利人的合法、有效、充分的授权。应征人因侵犯他人知识产权或专有技术或商业秘密所引起的全部赔偿责任应由应征人承担。

Participants shall ensure that all the submitted Design Proposals have not infringed upon and will not infringe upon IPR (including but not limited to copyright and patents) or proprietary technologies or trade secrets of others within or outside the People’s Republic of China. Participants shall guarantee that if their Design Proposals use or include IPR or proprietary technologies or trade secrets of others, Participants shall have already obtained legitimate, valid and sufficient authorization from the right holders. Participants shall take all liabilities arising from infringement by the Participants upon IPR or proprietary technologies or trade secrets of others.

在征集过程中主办单位提供的设计基础资料（包括设计图纸、设计资料等）的知识产权属主办单位及相关设计单位所有。应征人仅可以将上述文件用于应征设计和编制应征设计文件之目的。未经主办单位书面许可，应征人不得将上述文件用于其他工程设计或其他目的，也不得将上述文件泄露给任何第三方。

The IPRs of the basic design information (including design drawings, design materials, etc.) provided by the Sponsor during the solicitation process belong to the Sponsor and related design organizations. Participants can only use the documents aforementioned for the purpose of designing and compiling Design Proposals. Without written consent from the Sponsor, Participants shall not use the documents aforementioned for other engineering designs or other purposes, and shall not disclose the documents aforementioned to any third Party.

Governing Laws

本次征集活动本身及与本次活动相关的文件所适用的法律和法规仅为中华人民共和国的法律和法规。

The solicitation per se and any documents relating thereto shall be governed only by the laws and regulations of the People’s Republic of China.

语言

Languages

资格预审文件以及与资格预审文件相关的补充文件和澄清文件均使用中文和英文书写。在中、英文两种语言的意思表达不一致时，以中文为准。

The language used in the Prequalification Documents and any supplement and clarification documents thereto shall be Chinese and English. In the event of any discrepancy between Chinese and English, Chinese shall prevail.

资格预审申请文件与主办单位之间与征集活动有关的往来函电和文件均应使用中文书写。应征人随应征文件提供的证明文件和印刷品可以使用另一种语言，但必须附以中文译本。

Application Documents for Prequalification and the correspondence and documents related to this solicitation between Participants and the Sponsor shall all be drafted in Chinese. Another language can be used for the proof documents and printed materials that Participants provide along with the application documents, but the version with Chinese translation shall be attached thereto.

与本次征集活动相关的会议及各项活动的口头交流的语言为中文。

The language used in the meetings and oral communication related to this solicitation shall be Chinese.

解释权

Power of Interpretation

本次征集活动及相关文件的最终解释权归主办单位。

The final right of interpretation of the solicitation and related documents is held by the Sponsor.
