成都武侯文旅投资有限公司委托我单位中科经纬工程技术有限公司对标志性文旅景观设计方案征集项目面向全球公开征集。

Chengdu Wuhou Cultural Tourism Investment Co., Ltd. has commissioned our company, Zhongke Jingwei Engineering Technology Co., Ltd., to solicit publicly for the Landmark Cultural Tourism Landscape Design Scheme Solicitation Project worldwide.

1．项目概况

1. Project overview 

1.1 项目名称：标志性文旅景观设计方案征集项目。

1.1 Project name: Landmark Cultural Tourism Landscape Design Scheme Solicitation Project.

1.2 项目地点：本项目位于中国·四川成都·芙蓉园。

1.2 Project location: Tianfu Hibiscus Joy Park, Chengdu, Sichuan, China.

1.3 建设内容及项目规模：主要景观高度约等于35米，其他附属景观满足现场条件（具体详见概念设计方案全球征集任务书）。

1.3 Construction content and project scale: the main landscape is approximately 35 meters in height, and other auxiliary landscapes meet the site conditions (for details, please refer to the Assignment of Global Solicitation for Conceptual Design Scheme).

1.4资金来源：征集人自筹。

1.4 Source of funds: self-raised by the Solicitor.

2．应征人资格要求

2. Qualification requirements for applicants 

应征人须具备如下条件：

Applicants must meet the following conditions: 

2.1应征人为内地设计机构或艺术类高等院校或自然人，须满足以下四类要求其中之一：

2.1 If the applicant is a design organization, art college and university, or natural person in Mainland China, the applicant must meet one of the following four requirements: 

①须为独立法人且营业执照包含文艺创作类的经营范围；

① The applicant must be an independent legal entity and its business license allows the literary and artistic creation in its business scope; 

②须为独立法人且具有风景园林工程设计专项甲级资质或建筑行业（建筑工程）设计专业乙级及以上资质；

② The applicant must be an independent legal entity and have a Grade A qualification for landscape engineering design, or a Grade B or above qualification for architectural design (architectural engineering); 

③艺术类高等院校应具有独立法人资格；

③ An art college and university shall be an independent legal entity;

④自然人应具有有效的身份证明，不允许自然人单独应征，只允许与上述满足其他三类专业要求之一的应征人联合体应征。

④ A natural person shall have a valid identity certificate, and a natural person alone is not allowed to participate in this Project. Only an applicant consortium which meets one of the above three professional requirements can be allowed.

2.2应征人为境外机构的（包括港、澳、台地区），须在其所在国家或地区具有合法营业及设计许可；

2.2 If the applicant is an overseas organization (including one in Hong Kong, Macau, and Taiwan), it must have a legal business and design license in the country or region where it is located;

2.3应征人2015年至今，至少具有一个在建或已完工的设计合同额不低于100万元的城市公共艺术或雕塑或景观或建筑类的设计业绩（联合体中任意一方满足）。

2.3 The applicant shall have had at least one urban public art, sculpture, landscape or architectural design performance (satisfied by any party in the consortium) with a design contract value of not less than RMB 1 million under construction or completed since 2015.

2.4本项目接受联合体应征，联合体的成员机构不得超过 2 个：联合体的各成员应共同签署一份联合体协议；组成项目联合体的各成员单位不得再以自己的名义单独应征，也不得同时加入本项目其它联合体应征；若联合体由境内、外成员（包括港澳台地区）组成，则境内成员须至少满足第2.1项其中一项要求，境外成员（包括港澳台地区）须满足第2.2项要求；若联合体均由境内成员组成，则联合体各方均需满足2.1项其中一项要求。

2.4 The application by a consortium is accepted in this Project, and the membership of the consortium shall not exceed 2: each member of the consortium shall jointly sign a consortium agreement; each member constituting the project consortium shall neither apply for participation in this Project individually, nor be allowed to join any other consortium in this Project at the same time; if the consortium is composed of domestic and foreign members (including Hong Kong, Macau, and Taiwan), the domestic member must meet at least one of the requirements specified in sub-clause 2.1, and the overseas member (including Hong Kong, Macau, and Taiwan) must meet the requirement of sub-clause 2.2; if the consortium consists of domestic members only, all parties to the consortium must meet one of the requirements in sub-clause 2.1.

3.方案征集方式

3. Method of solicitation for schemes 

3.1初步评审（第一轮）

3.1 Preliminary review (the first round)

按照得分由高到低依次排序选取6家应征人（含联合体应征人）参加第二轮方案征集，并提交应征设计方案。承办单位将向按照征集要求提交了有效的方案征集应征文件的应征人支付应征设计补偿费，金额为人民币30万元（含税）/每家，小计180万元。

Six applicants (including consortium applicants) will be selected out of all applicants to participate in the second round according to the order of scores from high to low, and the design scheme shall be submitted. The organizer will pay the design compensation fee of RMB 300,000 (including taxes) per applicant, RMB 1.80 million in total, to the applicants who have submitted the required Application Documents according to the solicitation requirements.

3.2方案评审（第二轮）

3.2 Scheme review (the second round)

对应征设计方案进行评审，从6个应征方案中评选出3个优胜方案。每家将获得方案优化补偿费用人民币30万元（含税）/每家，小计90万元。

The participating design schemes will be reviewed, and 3 winning schemes will be selected out of 6 application schemes. Each applicant will be compensated with RMB 300,000 (including taxes) for scheme optimization, totaling RMB 900,000.

3.3中选方案的确定（第三轮）

3.3 Determination of the final winning scheme (the third round)

将方案评审结果报她妆小镇专班，最后从3个优胜方案中确定1个为最终中选方案，后续工作深化服务费用人民币100万元（含税）。

The results of the scheme review will be reported to the class of Tazhuang Town, and 1 final winner will be determined out of the 3 candidate schemes, and given the follow-up detailed service fee of RMB 1 million (including taxes).

注：应征人最终可以获得的具体金额及时间以征集人与应征人之间签订的合同为准。

Note: The specific amount and time that the applicant can finally obtain is subject to the contract signed by and between the Applicant and the Solicitor. 

4．征集文件获取方式

4. Ways of acquisition of the Solicitation Documents 

4.1 本次征集采取现场报名和网络邮件报名方式。有意参加应征者，请于2020年9月25日至 2020年9月30日，每日上午 09：00 时至 11：30 时，下午 14：00 时至 16：30 时（北京时间，下同，节假日除外），到中科经纬工程技术有限公司报名或将报名资料扫描件发送至邮箱：1257664536@qq.com。

4.1 On-the-spot registration and online e-mail registration are accepted for this Project. Any intended applicants are required to register at the place of Zhongke Jingwei Engineering Technology Co., Ltd., or to send the scanned copy of the registration materials to the e-mail address: 1257664536@qq.com between 09:00 AM and 11:30 AM, and between 14:00 PM and 16:30 PM from September 25, 2020 to September 30, 2020 (Beijing time, except holidays, the same below).

4.2 报名时需提供的证件和材料如下：

（1） 内地机构提供：企业营业执照或事业单位法人证书盖单位公章；境外机构或港、澳、台机构提供：所在国家或地区具有合法营业复印件盖单位公章；自然人提供：个人简介（含作品简介）签字按手印。

(1) Data to be provided by an organization in Mainland China: corporate business license, or legal entity certificate of public institution, affixed with official seal; data to be provided by an overseas organization or an organizations in Hong Kong, Macau and Taiwan: a copy of legal business license with official seal in the country or region where it is located; data to be provided by a natural person: personal profile (including description of work) with signature and thumbprint.

（2）经办人报名的，提供法定代表人授权委托书或介绍信、所在地身份证明复印件。

(2) In case of registration via an agent, the agent is required to provide the letter of authorization or introduction by legal representative, and the copy of the local identity certificate.

（3）网络邮件报名的，以邮件送到指定邮箱的系统时间为准。应同时联系本项目负责人（18728456530）进行确认，待检查通过后，应征人按要求支付报名费，我单位向应征人发送征集文件电子档和报名表。

(3) For online e-mail registration, it is subject to the system time when the e-mail is delivered to the designated e-mail address. At the same time, it is required to contact the Project Principal for confirmation (mobile phone number: 18728456530). After checked and confirmed, the applicant should pay the registration fee as required, and we will send the electronic version of the Solicitation Documents and the application form to the Applicant.

（4）应征人需在递交应征文件的同时递交填好的报名表及报名资料（报名资料必须与发送邮箱的扫描件一致）。

(4) Applicants are required to submit the completed application form and registration materials together with the Application Documents (the registration materials must be consistent with the scanned copy sent via the e-mail).

（5）报名费：500元。

5．应征文件递交

5. Submission of Application Documents 

5.1 应征文件递交的截止时间为 2020 年10月9日10：00（北京时间），递交地点：中科经纬工程技术有限公司（成都市高新区九兴大道9号东华虹湾中心2栋7楼）。

5.1 The deadline for submission of Application Documents is 10:00 AM, October 9, 2020 (Beijing time), and the receiving address is Zhongke Jingwei Engineering Technology Co., Ltd. (7F, Building 2, Donghua Hongwan Center, No. 9, Jiuxing Avenue, High-tech Zone, Chengdu).

5.2征集时间进度表：

5.3逾期送达的或者未送达指定地点的应征文件，征集人不予受理。

5.3 The Solicitor will reject any Application Documents that are not delivered on time or not delivered to the designated place.
